The light at the top reads Waiting for a world in the main menu. The items to tune appear once a world has loaded. Anything you move before then goes into the game once it can.

The Workbench works only in a single player game started with Server Enabled set to Offline. In any other game it changes nothing until you leave it. The light at the top says why.

The floor is 976 m square, and past its edge there is nothing to stand on. The Back to start button at the top of the Workbench puts you back where the world starts you.
